Herzlich Willkommen Inmar Gunter is the literal translation. You would write this on a welcome note for example.

When you great someone in person, you'd say Herzlich Willkommen Herr Gunter (using surname). This is a formal greeting.
Herzlich Willkommen Inmar (using first name) is more informal.

You hardly ever greet someone with the first and last name.
